European Leadership for Safety Education workshop

Published on 27 January 2020

January 22 to 24, a European Leadership for Safety Education workshop was organised in Nice by Université Cote d’Azur, in the context of the European Project ELSE (European Leadership for Safety Education). Thirty-five researchers and experts from all over the world took part.

Major accidents in recent decades have questioned the reliability and performance of industrial safety, and evidenced the foremost role played by human and organisational issues. In that context, the concept of leadership for safety has emerged. It relates to how leaders influence the way individuals and groups understand and adhere to organisational safety goals and to the means to achieve them.

The aims of this week’s ELSE workshop were twofold: to foster interdisciplinary research collaborations among scientists from different disciplines (psychology, sociology, management and civil engineering) and between scientists and nuclear sector actors; and to identify the existing knowledge on the topic of leadership for safety in order to help design a training programme for managers and students.

Keynote speakers at the workshop included: David Denyer (Cranfield School of Management, UK), Jean-Louis Ermine (Jean-Louis Ermine Consulting, France), Rhona Flin (University of Aberdeen, UK), Silvia Gherardi (Università degli Studi di Trento, Italy), Gudela Grote (ETHZurich, Switzerland), Yoann Guntzburger (SKEMA Business School, France), David A. Hofmann (University of North Carolina, USA), François Jeffroy (IRSN, France), Katharina Jeschke (National Research Centre for the Working Environment, Denmark), Benoit Journé (Université de Nantes, France), Renata Kaminska (SKEMA Business School, France), Ravi S. Kudesia (Temple University, USA), Eivor Oborn (Warwick Business School, UK), Nick Oliver (University of Edinburgh Business School, UK), Ivan Pastorelli (Université Côte d’Azur, France), Colin Pilbeam (Cranfield School of Management, UK), Dounia Tazi (Institute for an Industrial Safety Culture, France), Nick Turner (University of Calgary, Canada), Dov Zohar (Technion Institute of Technology, Israel).

Partners for the ELSE project include Catherine Thomas from Université Côte d’Azur, Renata Kaminska and Natalia Jubault Krasnopevtseva from SKEMA Business School/Université Côte d’Azur, Didier Louvat and Anna Benattar from European Nuclear Safety Training and Tutoring Institute (ENSTTI), and Jacques Repussard (former head of IRSN, the French Institute for Radiological Protection and Nuclear Safety ) from JRConseil.

The ELSE project, funded by the European Union acting in the framework of its Instrument for Nuclear Safety Cooperation (INSC), aims to develop a new research-based approach for higher education in the domain of leadership for safety. The ELSE project has three objectives:
  1. to develop a certified university diploma in the field of safety leadership dedicated to professional actors of the nuclear sector.
  2. to experiment this diploma curriculum through two courses open to middle career managers from the nuclear industry and safety organisations from different countries.
  3. to develop a specific training module at master’s level and make it accessible to all university students through a network of “implementing European universities”.
The International Atomic Energy Agency (IAEA) has recently developed a training course for managers in this field, based on its standard requirements, but so far no such formalised diploma and master-level module currently exist in Europe or elsewhere.

The Else Workshop was funded by the European Union and received additional funding from Academy 3 of the Université Côte d’Azur.
