Abstract
Monopoly organization provides firms with the incentive to invest in its human capital by creating an internal labor market for the specific skills and competencies of their employees. The deregulation of the monopoly disrupts this equilibrium because new entrants will recruit employees of the former monopoly. Under deregulation, the increased resignation rate of skilled workers prevents the former monopoly from making a return on investments in human capital. Consequently, the former monopoly reduces its investments and induces the State and other economic actors to invest in human capital in order to regulate the labor market that supports the deregulated sector. This study focuses on deregulation of the telecommunications sector in France.
